These rules aim to bring greater oversight to Hong Kong\u2019s crypto ecosystem amid growing global scrutiny of stable digital assets.<\/p>\n\n\n\n<figure class=\"wp-block-video\">\n  <a href=\"https:\/\/otetmarkets.com\/prblog\" target=\"_blank\">\n    <video height=\"500\" style=\"aspect-ratio: 1312 \/ 500;\" width=\"1312\" autoplay loop muted playsinline>\n      <source src=\"https:\/\/otetmarkets.com\/blog\/wp-content\/uploads\/2025\/04\/Otet-Banner-en-2.mp4\" type=\"video\/mp4\">\n      Your browser does not support the video tag.\n    <\/video>\n  <\/a>\n<\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-s-in-the-new-stablecoin-framework\"><br><strong>What\u2019s in the New Stablecoin Framework?<\/strong><\/h2>\n\n\n\n<p>On Tuesday, the HKMA released the following finalized documents:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Licensing and supervisory framework for stablecoin issuers<\/strong><\/li>\n\n\n\n<li><strong>AML and CTF requirements for licensed issuers<\/strong><\/li>\n<\/ul>\n\n\n\n<p>A new <strong>public registry<\/strong> of licensed stablecoin issuers will also be launched to increase transparency. \u201cThe public may refer to the register on the HKMA\u2019s website,\u201d the regulator noted.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-no-licenses-issued-yet\"><br><strong>\u26a0\ufe0f No Licenses Issued Yet<\/strong><\/h3>\n\n\n\n<p>Despite the formal launch, <strong>no stablecoin licenses have been issued<\/strong> to date. The HKMA urged interested parties to <strong>initiate contact by Aug. 1<\/strong> and <strong>submit full applications by Sept. 30<\/strong> to be considered in the first approval round.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-stablecoin-scams-in-shenzhen\"><strong>Stablecoin Scams in Shenzhen<\/strong><\/h3>\n\n\n\n<p>Meanwhile in <strong>Shenzhen<\/strong>, officials issued warnings about <strong>illegal stablecoin schemes<\/strong>.
